When does the play stop?

We have played in several tournaments and I am a little confused to when the play stops. Is it when the pitcher has the ball under control and in the circle or does she have to actually be on the rubber? I have heard it both ways lately and our coaches are confused as to what they need to be telling the pitcher.

Depends what is going on at the time. If a runner is leading off the base after the throw and the pitcher steps into the circle then the runner must immediatley return to the base or advance to the next base. If the runner fails to do this then they are out. Some runners will do what is called a delayed steal. The runner leads off until the point the pitcher enters the circle then its a sprint to the base for a steal.

When I play tournaments the play ends when any one player has the ball in the circle. So it doesn't just have to be the pitcher in the first place.
